Settings panel on Posts and Pages tab you have default rating settings. If you don't see it, enable that on Administration tab (Display rating defaults settings). Yes it is possible. I don't have much experience in server administration, and I can do nothing to help you. The only 2-3 similar reported problems are solved by setting permissions right. On my server, wp-content and all plugins within it folders are set to 755 and files to 644, and that is BlueHost default settings for new files and folders.
